通过对上海体育赛事发展定位的依据、模式和内涵的阐释，分析实现其定位的差距与主要矛盾，并提出对策建议：一是形成上海体育赛事管理体制改革的共识和决心；二是构建规划阶段的跨行业的对话与协调机制；三是建立体育赛事公益性价值补偿机制；四是垄断的对策。

英文摘要:

Through the explanation of the basis, mode and connotation of the development orientation of Shanghai sport events, the paper analyses the gap and main contradiction of realizing its orientation and puts forward the suggestions of forming consensus and commitment for the reform of Shanghai sport event management system, establishing a cross-sector dialogue and coordination mechanism for the planning stage, establishing a compensation mechanism for the public service value of sport events and working out measures to deal with monopoly.
