运用文献综述法、归纳法对台湾全民运动会从台湾省运动会到台湾区运动会再到和台湾全运会共存的演进历程进行了梳理，并且对台湾全民运动会的发展现状进行了评述，探讨了台湾全民运动会组织方式民意化、项目选择身体活动性和传播途径多方位性的特点，提出了现存的项目参与者不广泛和民众运动观念不强等问题，并展望了台湾开展民众体育的未来发展趋势。

英文摘要:

By the methods of literature summary and induction, the paper discusses the Taiwan Sport for All Games which started from Taiwan Provincial Sports Games to the Taiwan Regional Sports Games and to its coexistence with Taiwan Games. It makes a comment on the status quo of the development of Taiwan Sport for All Games and details its characteristics of organizing the Games according to the citizens’ ideas, choosing the items featuring physical exercise and adopting diversified routes of transmission. It points out the existing problems such as less extensive participants and weak notion for exercise. And it also looks forward to the future development of sport for all in Taiwan.
