| 针对上海人口老龄化问题，结合长者运动健康之家建设经验，分析了上海市老年人运动康养服务现状以及存在的问题，基于五赋原则（赋志、赋爱、赋能、赋德、赋权）对运动康养服务发展提出建议。认为：应落实跨部门分工以优化多主体协同机制，提供精细化服务内容以构建一站式保障体系，分类建设专业化指导员队伍以全方位赋能定位运动康养服务，助力构建上海市老年友好型社会，为《上海市体育发展条例》中全民健身章节的落实提供有效建议。 |

| In view of the aging problem in the social development process in Shanghai, combined with the experience of the construction of the senior sports health home, this paper analyzes the current situation and existing problems of the sports health service for the elderly in Shanghai, and puts forward suggestions for the development of sports health service based on the five empowerment principles, namely "empowerment, love, ability, morality and rights". The research suggests as follows: implementing the division of labor across departments to optimize the multi-subject synergy mechanism, providing refined service contents to build a one-stop guarantee, building a professional instructor team by category, providing all-round empowerment and positioning sports health service, so as to help build a elderly-friendly society in Shanghai, and to offer feasible suggestions for implementing the provisions on national fitness in the Shanghai Sports Development Regulations. |
