宪政制度影响着一国体育管理体制的形成与发展。从后苏联时代俄罗斯宪政制度建设着手，分析宪政制度对俄罗斯体育管理体制发展的制约机制，并从总统、议会、政府等探讨与体育管理体制之间的关系，从而构建一个对俄罗斯体育管理体制构建与发展的大致分析框架。

英文摘要:

The constitutional system affects the formation and development of a country sports management system. This article from the post-Soviet Russian constitutional system construction, analyzes the constitutional system of the Russian sports management system development control mechanism, and from the relationship between the president, parliament and government to explore between the sports management system, thus building a sports management system in Russia approximate analytical framework to build and development.
