Introducing IAAF's latest amendment on false start rules, the paper comments on the interaction between tactics and rules and the procedural justice in competition arena. It lays stress on the study of sports rules from the ethical perspective, and the importance of critical consciousness toward sports rules for the harmonious development of athletic sports.
