英文摘要:

The Regulation of Fitness for All is an administrative regulation issued by the State Council of the People’s Republic of China.By the ways of literature study and logic analysis,the article discusses the legal effect of the Regulation and how to realize it from the angle of law.Suggestions are put forward in order to fully realize the legal effect of the Rugulation.
