主要采用文献资料法、专家访谈法，总结了国内和国外较成功进行体育赛事营销的政府对赛事的资助模式以及上海体育赛事政府资助模式的现状。通过分析与对比，学习和借鉴成功城市的经验，提出了上海体育赛事政府资助模式创新的建议：建立大型活动的专门管理机构，并在其下设立体育赛事发展基金；探索体育赛事发展基金的科学化运作机制，提高政府资助资金使用的效益；指定第三方权威评估机构；规范申请流程和经费管理方法。

英文摘要:

By the methods of literature study and expert interview, the paper focuses on the status quo of the successful models of state-sponsored sport events at home and abroad and the state-sponsored model of sport events in Shanghai. Through analysis, comparison and learning the successful experience of some other cities, the article puts forward the following suggestions on the innovation of the state –sponsored model of the sport events in Shanghai: establishing a special administrative organization for major activities, with an affiliated sport event development foundation; exploring the scientific operation mechanism of the sport event development foundation; improving the benefits of the state-sponsored funds; appointing a third-party authority appraisal institution and standardizing the application procedures and the ways for fund management.
