采用文献资料法、专家访谈法、问卷调查法和数理统计法，在分析上海市区县体育局绩效评估现状的基础上，通过实证研究探寻现存问题和不足，提出把平衡计分卡思想应用在区县体育局的绩效评估中，并将平衡计分卡的4个维度转化为区县体育局具体的绩效评估指标，构建了区县体育局绩效评估指标体系。

英文摘要:

By the methods of literature study, expert interview, questionnaire and statistics and on the basis of the performance evaluation of the district & county sport administrations in Shanghai, the paper tries to discover the existing problems and deficiencies through empirical study. It suggests applying BSC (balanced scorecard) to the performance evaluation of the district & county sport administrations. It turns the 4 dimensions of BSC into detailed performance evaluation criteria and establishes a criterion system for the performance evaluation of the district & county sport administrations.
