国际体育仲裁院上海听证中心是全球第三个、亚洲第一个国际体育仲裁分支机构，将对提高上海体育国际影响力，促进我国体育强国的建设具有十分重要的意义。国际体育仲裁院在上海设立听证中心是上海城市和体育发展的必然，因为它不仅是体育全球化与上海城市发展交融的产物，是上海体育发展的诉求，也是国际体育仲裁院发展的需要。它的设立有利于增强中国体育发展的“软实力”，有利于体育仲裁理论与实践的发展，还有利于提升上海体育的国际影响力。上海听证中心的运作模式将不同于国际体育仲裁院洛桑总部以及纽约、悉尼分支机构的模式，建议在坚持公正独立、高效务实这一原则的基础上，认真履行上海与国际体育仲裁院签订的协议，加强与国际权威体育组织和机构的沟通与交流，充分发挥上海听证中心的功能，提高专业化运作水平。

英文摘要:

CAS Shanghai Hearing Centre is a branch of CAS, which is the third in the world and the first in Asia. It will play a great role in enhancing Shanghai’s sports international influence and speeding up the construction of turning China into a sports power. It is necessary for CAS to set up a hearing center in Shanghai due to the urban and sports development in Shanghai. It is not only a product of the mixture of sports globalization and Shanghai urban development, but also the appeal of the sports development in Shanghai as well as the demand of CAS development. The establishment of the Centre will help increase the “soft power” of the sports development in China, benefit the development of sports arbitration theories and practice and help upgrade the international influence of the sports in Shanghai. The operation mode of the Shanghai Hearing Center will be different from those of the CAS Lausanne Headquarters and its branches in New York and Sydney. We hope that on the basis of the principle of “fair and independent, efficient and pragmatic”, the agreement signed between Shanghai and CAS will be fulfilled conscientiously. We hope to see the Centre will have more contacts and communication with the world authoritative sports organizations and agencies, the function of Shanghai Hearing Center will be brought into full play and its level of professional operation will be raised.
