体育活动孕育着风险。提倡降低风险、安全参与实为必要。旧有的《体育法》并没有注意到这一以人为本的体育活动立法宗旨。体育法修改草案提出了降低风险、安全参与这一原则并在具体条款中有了一些贯彻。从澳大利亚一系列案例得知，要全面贯彻落实这一原则，需要围绕以人为本的立法宗旨，从不同的体育法律关系主体出发，明确其降低风险、安全参与的职责。

英文摘要:

Sports activity involves risk. It is necessary to advocate low risk and safety participation. The old Sports Law did not pay attention to the people-oriented sports legislation principle. The modified draft of Sports Law follows the principle of low risk and safety participation and adds this to the items of the Law. Through a series of the cases in Australia, we come to know that in order to fully implement the principle, we need to adhere to the people-oriented legislation principle. Based on the different related subjects of sports law, the obligation of low risk and safety participation should be determined.
