运用文献资料法、归纳综合等研究方法，对日本博彩业的起源、发展、属性、分类等进行了归纳；对日本体育博彩业发展进行了介绍；分析了日本博彩业在责任博彩体系中的彩民保护措施，并提出了对我国体育彩票事业的启示：（1）管理及运行体制法制化；（2）收入分配及公益金使用透明化；（3）加快竞彩本国职业联赛；（4）网络销售势在必行；（5）重视彩民保护。

英文摘要:

By the ways of literature study and induction, the article summarizes the origin, growth, attribute and classification of the gambling in Japan and introducesits development. It analyzes the gambler protection measures in the responsibility gambling system of the gambling industry in Japan and sums up its enlightenment to China’s sports lottery as follows:(1) The legalization of the management and operation system;(2)The transparency of the income distribution and the use of welfare chest;(3) Including the domestic professional leagues into the sports lottery;(4)The imperativeness of the network marketing;(5)Paying attention to the protection of gamblers.
