本文以问题为导向，运用协同治理理论，对上海社区百姓健身房发展中的制约因素进行了梳理，发现社区百姓健身房的设施建设标准、设施功能定位、安全防范、管理服务等方面存在不规范现象。认为对上海社区百姓健身房实施战略层面、管理层面和操作层面的三级协同治理，多途径筹集运营及活动经费，合理配置硬件设施，提升驻场健身教练队伍的专业化水平，构建“社区-高校-医院”合作发展模式，推进上海市人民政府的惠民实事工程向全国辐射。

英文摘要:

Based on the problems and the theory of collaborative management, the authors focused on the restrictive factors in the development of the community gyms in Shanghai. The result shows that there are some non-standard phenomenain the construction standard and functional orientation of the facilities, safety precaution and management service of the community gyms. The paper recommends the methods for improvement such as the three-level collaborative management of strategic level, management level and operational level, raising funds for operation from the different channels, rationally dispose the hardware facilities, improving the professional level of the gym fitness trainers, forming a collaborative development mode of combining communities, institutes of higher learning and hospitals and spreading the Practical Projects of Benefiting the People implemented by Shanghai Municipal People’s Government to the whole country.
