      政府提供的公共体育服务是否得到居民满意是衡量公共体育服务供给能力的重要标准。在我国体育改革中,公共体育服务表达机制缺失,笔者借助满意度理论,根据上海市现状设计调研问卷,运用层次化结构设定测评指标,并借助专家访谈调整问卷,构建相对合理的公共体育服务满意度测评指标体系,一方面推进建设多层次的绩效指标评价体系,另一方面促进持续的绩效改进,为政府决策提供建议。研究得出:上海市民对公共体育服务的整体满意度处在“一般满意”的水平,对公共体育服务中的硬件设施满意度较低;对健身步道的维护满意度较低;61岁及以上人群对公共体育服务的满意度较低;女性满意度高于男性。
英文摘要:
      Whether citizens are satisfied with public sports services provided by the government is an important criterion for measuring the supply capacity of public sports services. In China's sports reform, the expression mechanism of public sports service is missing. Based on the satisfaction theory, this paper designs the questionnaire according to the current situation in Shanghai, and uses the hierarchical structure to set the evaluation indicators. Besides, this paper adjusts the questionnaire according to the expert interviews so as to build a relatively reasonable evaluation system for public service satisfaction. For one thing, it promotes the construction of a multi-level evaluation system of performance indicators; for another, it promotes continuous performance improvement so as to provide advice for government decision-making. The conclusions are as follows. Shanghai citizens are generally satisfied with public sports services with low satisfaction with hardware facilities and the maintenance of fitness trails; people aged over 61 are less satisfied; and females are more satisfied with public sports services than males.
