公共健康视角是未来博彩社会责任研究的一种趋势。该研究视角更多关注的是由博彩引发的“危害”，进而将博彩问题产生的责任从个人部分转移到了博彩运营商和政府身上，希望通过一系列举措来达到危害最小化的目的。该视角更多关注的是问题博彩现象，并且提出博彩公共健康理论的目标是宣传、预防和保护。该研究视角也存在研究较为复杂、收集数据及跟踪调查难度较大、预防措施缺乏有效验证等问题。

英文摘要:

The perspective of public health is a trend of future research on social obligation of sports gambling. The research puts more attention on the "harm" caused by the gambling. It shifts the responsibility of causing gambling problems from individuals to gambling operators and government. It aims to minimize the harm through a series of measures. This perspective focuses on the phenomena of problem gambling and the object of its gambling public health theory is promotion, prevention and protection. But there exist some problems in this study perspective. The study itself is complicated. It is difficult to collect data and make track investigation. And the preventive measures lack effective verification.
