从体育基本法的历史演进、体育行政管理机构的职能与定位、体育政策与相关法律、法律在体育事务中的应用等视角着手，阐述了日本体育行政法律制度的概况，并从体育立法、管理体制、体育社团、相关产业、体育纠纷、安全管理等方面提出日本体育法规为我国体育立法工作带来的启示。

英文摘要:

Based on the historical evolution of the basic sports law, the functions and positioning of sports administration organizations, sports policies and the relevant laws, application of law in sports affairs, etc., the article introduces the general situation of the Japanese sports law system and reveals the revelation of Japanese sports laws for the sports legislation in China from the aspects of sports legislation, management system, sports associations, relevant industries, sports disputes and security management.
