当今的大型国际体育赛事已成为众多国家和地区角逐的目标，举办大型国际体育赛事对提升城市和地区形象起到一定的积极作用，但也可能给地方政府与民众带来经济和社会负担。本文基于公共管理视角，在分析举办大型赛事利弊的基础上，提出积极申办大型赛事应同时考虑到当地的实际情况并兼顾到公众利益，政府应积极推动职能转变，举办决策应从社会整体利益出发，必须体现公民的意愿，建立公众参与的民主决策制度，从而构建透明、公开、合理的运作机制。

英文摘要:

Major sports events nowadays have become the targets pursued by quite a few countries and regions. Hosting major sports events plays a certain active role in promoting images of cities and regions. But at the same time, it may bring heavy economic and social burden to the government and people. On the basis of analyzing the advantages and disadvantages of hosting major sports events, the paper holds that in the case of actively bidding for major events, the local realities and the benefits of the people should be taken into account. Government should positively speed up its functional transformation and the decision-making should be based on the overall interests of the society and reflect the citizens’ will. Democratic decision-making mechanism should be formed with the participation of the public in order to establish a transparent, open and reasonable operation mechanism.
