在公共服务领域实行政策网络模式治理，其实质是构建一种新的公共服务提供机制。将公共体育服务政策网络中的利益相关行动者分层，依据关系的紧密程度和网络位置，辨别政策社群、核心网络和议题网络三者共同构成公共体育服务政策网络结构。结合上海市公共体育服务现状，为了进一步协调公共体育服务政策网络结构中行动参与者之间的关系，合理定位政府职能，培育能够参与政策网络互动的成熟主体，畅通利益表达渠道，改善政府部门的行政方式，完善政策网络的评估与退出机制。

英文摘要:

The policy network model management in the field of public service is actually to establish a new public service provision system. To divide the interest relevant actors in the sports public service policy network into different layers and according to the close relationship and network locations, we can identify the structure of the sports public service policy network, which is composed of the policy community, core network and network issues. Based on the status quo of the sports public service in Shanghai and in order to further coordinate the relationship between the action participants in the sports public service policy network structure, we need to rationally position the government functions, cultivate the matured main bodies that can participate in policy network interaction, dredge up the interest express channels, better the administrative methods of the government departments and perfect the assessment and exit mechanism of policy network.
