China's national fitness facilities are in the stage of strengthening weak links and developing to a higher level. At present, there are common problems such as planning and construction to be optimized, operation and management to be improved, and guarantee and incentive to be improved. In the case of Shanghai where there exists "contradiction between people and land", problems such as insufficient facilities, uneven distribution, lack of diversity, low management and operation efficiency, and institutional obstacles are restricting the construction of sports facilities. This paper, based on research methods such as literature review, case study and comparative analysis as well as the analysis of Shanghai Sports Development Regulations, targeting at the bottleneck problem of "where to go for fitness" that restricts the development of Shanghai sports industry and the national fitness development problems that the general public are concerned about, in consideration of the future development of sports industry and the construction of a higher level national fitness public service system, puts forward the following development strategies: responding to the diversified and multi-level sports needs of the people, promoting high-quality and balanced sports development to benefit the people; integrating and innovating to expand urban fitness spaces for the people; opening and sharing to improve management and operation efficiency; empowered by the rule of law and science and technology to improve the governance system and enhance the governance capacity, so as to promote the modernization of sports governance to ensure the guarantee and long-term development of national fitness facilities. |
