Based on the analysis of the contents of public sports affairs and grassroots governance, this study uses the methods of literature, field investigation, interview and logical analysis, combined with the theory of collaborative governance, and summarizes the current situation of grassroots governance of public sports affairs in Shanghai. It is found that there exist problems such as insufficient manpower, mismatched rights and responsibility, inaccurate service and non-standard operations. In order to improve the efficiency of grassroots governance, the study constructed the "five ones" model of grassroots governance at the theoretical level, which has been proved effective in practice. A modular grid of "grids on the ground, people in the grids, and people in charge" has been initially formed, opening up the last 100 meters of grassroots governance of public sports affairs, and effectively improving the sense of access and experience of the public. |
