运用文献资料法、实地调查法、访谈法和逻辑分析法，结合协同治理理论，在分析公共体育事务和基层治理内涵的基础上，概览上海市公共体育事务基层治理的现状，发现存在着人手不充分、权责不匹配、服务不精准和操作不规范等问题。为了提高基层治理效率，从理论层面构建了基层治理“五个一”模式，并经过实践检验富有成效。初步形成“地上有格、格中有人、人能管事”的模块化网格，打通了公共体育事务基层治理最后100米，有效提高市民获得感和体验感。

英文摘要:

Based on the analysis of the contents of public sports affairs and grassroots governance, this study uses the methods of literature, field investigation, interview and logical analysis, combined with the theory of collaborative governance, and summarizes the current situation of grassroots governance of public sports affairs in Shanghai. It is found that there exist problems such as insufficient manpower, mismatched rights and responsibility, inaccurate service and non-standard operations. In order to improve the efficiency of grassroots governance, the study constructed the "five ones" model of grassroots governance at the theoretical level, which has been proved effective in practice. A modular grid of "grids on the ground, people in the grids, and people in charge" has been initially formed, opening up the last 100 meters of grassroots governance of public sports affairs, and effectively improving the sense of access and experience of the public.
