| In order to study Italy and internal sport law and the proportionality principle in precedent sanction principle, we must first understand Italy and international sport rules. Another issue is how to connect liability principle according to Italy and the precedents of international sport law and the ways of interpretation and implementation, especially soccer and doping control rules. The main object of the study is to verify whether the principle has been compiled and accepted in the rules, i.e., interpreted and implemented through sport court and to evaluate whether the principle has been used in protecting the integrity of sport and to ensure its normal operation. The relationship between observing sport rules and protecting athlete’s benefits should be carefully balanced. |
