      《中共中央关于全面深化改革若干重大问题的决定》提出“推进国家治理体系和治理能力现代化”的全新的改革目标,这为未来中国社会的全面深化改革指明了前进方向。从传统的社会管理向现代的社会治理转变,政府管理机构由于职能转变会让渡出部分管理权限,而社会团体组织作为一种典型的公共空间机制肩负着承接这部分让渡出的权力的使命,从而实现社会各方对公共事务“共治共管”的社会治理愿景。文章分析阐述中国体育社团的社会治理使命,并基于哈贝马斯的公共领域理论范畴,在中国社会独特的制度与文化环境下,论述中国体育社团践行社会治理的公共性内涵,阐述体育社团“实然”的公共性实践情况与哈氏阐释的“应然”公共性理念有着较大的差异,而这种差异也为未来建设与完善中国体育社团指明了前进的方向。
英文摘要:
      According to the decision of the Central Committee of the CPC, the new reform target is to promote the modernization of the national governance system and governance capability. The decision has pointed out the direction of comprehensively deepening the reform of the future Chinese society. In the course of the transformation from the traditional social management to the modern social governance, the government authorities will relinquish some administration power. And social organizations, as a kind of typical public spatial mechanism, are bearing a mission of undertaking the power. Thus, the condominium of the public affairs by the different parties of society can be realized. The article discusses the social governance mission of the Chinese sports organizations. According to the public sphere theory of Jurgen Habermas and based on the unique system and cultural environment of the Chinese society, it elaborates on the public connotation of social governance by the Chinese sports organizations and analyzes the big difference between the "actual" public practice of the sports organizations and the "should be" public concept interpreted by Habermas. This kind of difference may direct us in our future construction and perfection of the Chinese sports organizations.
