This consensus aims to standardize the clinical application of combined thermal therapy and exercise, providing scientific evidence and standardized procedures. The combination of thermal therapy and exercise has demonstrated significant rehabilitative effects for various diseases, such as stroke and other brain injury conditions, hypertension, diabetes, and arthritis. Minerals and the thermal effect of hot springs promote blood circulation and alleviate muscle pain, creating an improved physiological environment for patients. Aquatic exercise takes advantage of buoyancy to reduce body weight and joint pressure, making it particularly suitable for patients with hemiparesis and muscle weakness and individuals with joint damage or overweight issues. Through systematic literature review and evidence-based medicine, this consensus summarizes the clinical effects of thermal therapy combined with exercise and offers practical guidelines for clinicians, rehabilitation specialists, and exercise trainers. The goal is to maximize therapeutic outcomes, enhance patient rehabilitation, and improve the quality of life.
