| 中国足球协会（中国足协）作为政府体育职能转变及“放管服”改革后第一批脱钩的体育社会组织，其治理体系的改革完善对于其他体育社会组织具有指导意义。为了解决中国足协内部治理机构权责虚置、权力重叠，缺少外部监管机制等现实问题，基于法治视域构建中国足协内部治理与外部监管相互协作、相辅相成的二元治理体系，提出优化会员大会职权、设立独立监事会、强化仲裁委员会公正性等内部治理改革路径。建立第三方评估监督机制、完善信息公开制度、增强社会监督和舆论监督，以提升中国足协治理的透明度和公信力等外部监管举措。借鉴国际足球联合会治理改革和体育仲裁体系的先进经验，提出构建现代化治理结构、做好国内外仲裁机制的衔接等措施，促进中国足协治理体系的规范化、透明化和国际化。 |

| The reform and improvement of the governance system of the Chinese Football Association, the first batch of social sports organizations decoupled after the transformation of the government's sports functions and the reforms "to streamline administration and delegate power, improve regulation, and upgrade services", is instructive for other sports social organizations. In order to address the practical problems of the internal governance body of the Football Association, such as the fictitious power and responsibility, the overlapping powers, and the lack of external supervision mechanism, this paper advocates the construction of a dual governance system in which internal governance and external supervision of the Football Association cooperate and complement each other from the perspective of the rule of law, and proposes specific reform paths such as optimizing the functions and powers of the General Assembly, establishing an independent board of supervisors, and strengthening the impartiality of the arbitration committee. In terms of external supervision, this paper suggests the establishment of a third-party evaluation and supervision system, the improvement of the information disclosure system, and the enhancement of social supervision and public opinion supervision, so as to enhance the transparency and credibility of the governance of the Football Association. In addition, drawing on the advanced experience of FIFA's governance reform and sports arbitration system, this paper proposes measures such as building a modern governance structure and connecting domestic and foreign arbitration mechanisms, so as to promote the standardization, transparency and internationalization of the governance system of the Chinese Football Association. |
