| 十一届三中全会以来，我国体育场馆改革的内容突破了单纯创收增资的运行模式，开始走向“依托场馆、全面发展”的综合性体育产业开发阶段，目前我国公共体育场馆主要存在5种具体的运营方式。但到底采用怎样的运营方式，研究认为：政府相关部门在认识和实际操作上，应明确公共体育场馆的公益性定位，并根据其公益性特征决定公共体育场馆的运营方式。 |

| After the 3rd Plenary Session of the 11th CPC Central Committee, the reform of the sports facilities in China has stepped onto a comprehensive sports industry development phase of relying on the facilities and developing all-sidedly, comparing with the previous operation mode of merely generating income and increasing capital. Now the sports facilities in China have 5 operation modes. But which is the right way we should take? The article holds that the government authorities concerned should clarify the public service orientation of the public sports facilities and determine the operation mode according to their public service characteristics. |
